It started in 1978 when D.B. “Bart” Frye, Jr. built a company on the pillars of history, integrity and trust. Bringing his extensive knowledge of redevelopment and innovation, Bart started his portfolio with the acquisition and management of apartment complexes in the Norfolk and Virginia Beach, Va., areas. This steadily grew into owning and renovating myriad properties across the Southeast, from Georgia to Tennessee.

By the early 2000s, Bart was ready to expand into building communities when he was selected by the NRHA (Norfolk Redevelopment and Housing Authority) to develop East Beach on the Chesapeake Bay in Norfolk into a master-planned, traditional-style neighborhood. East Beach quickly became one of the East Coast’s premier, award-winning communities where the quality of life is unmatched and regaled.

More recently, Frye Properties took its front-porch, walking community blueprint to the Historic Cavalier on the Hill.

Bart was selected as the lead developer of The Cavalier Residences, a highly coveted neighborhood, surrounding the hotel as part of a resort-style community near the Atlantic Ocean.

He remembers his first trip to Hampton Roads and getting lost in the same section of Norfolk, where, 30 years later, he broke ground on the award-winning, game-changing East Beach community.

At the redevelopment authority, Frye contributed to the planning and execution of The Ghent Conservation, East Ghent Development and Eastern Virginia Medical School, Norfolk State University and the major downtown redevelopment projects which included the development of Scope, Chrysler Museum, Waterside, the major downtown office buildings and later MacArthur Mall.

Frye advanced quickly and, at 27 years old, he moved across the Elizabeth River to become Executive Director of the Portsmouth Redevelopment and Housing Authority. There he helped transform the city’s historic Olde Towne neighborhood into a vibrant community of fine single-family homes with character, livability, heritage and entertainment. At the time, Olde Towne homes were being cut up into multiple apartment units destroying the fabric and character of this great community. Providing just the catalyst for change the city needed, Frye helped alter Portsmouth’s history by also starting the ferry-service between Norfolk and the city, and ushering through America’s only privately constructed City Hall. These accomplishments were an integral part of redeveloping the entire downtown waterfront.

The results have endured as integral assets of Portsmouth.

Taking his public-sector experience, where he worked hand-in-hand with key private-sector investors and supporters, Frye opened Frye Properties, Inc. and got to work at recycling urban areas into renaissance communities where decaying neighborhoods had previously existed, and, the company put the “pride” back in properly managing these reclaimed assets.

Bryan Jones is Frye Properties Inc.’s Chief Financial Officer with over 21 years of experience since joining in 2002. He is responsible for corporate finances, accounting, taxes, investor relations, human resources, and strategic planning. 

Bryan ensures financial stability of projects with oversight of budgeting, bank financing, payroll and human resources. He supervises and ensures compliance with annual budgets for all development and construction projects, managed properties, and realty operations, as well as provides analysis for potential development opportunities using financial and marketing analysis. He has utilized project management protocols and techniques to plan and effectively execute projects, identify critical activities to accomplish and formulate action plans, milestones and resource requirements, and monitor project performance and make necessary adjustments to project completion.

Bryan previously worked as the Executive Vice President and Chief Financial Officer for Watters and Martin, Inc. in Norfolk, Va. He received a Bachelor of Business Administration degree from the College of William & Mary.

Bryan is an executive leader with a strong background in finance and operations including budgeting, data analysis, forecasting, and demonstrated track record of capturing significant cost reductions through process redesign and performance enhancement using information technology. His ability to handle diverse and multiple levels of responsibility ranging from all facets of corporate operations to executive level leadership and decision-making make him a valuable team asset.

Margaret R. Flibotte is Senior Vice President for Frye Properties, Inc., and is the primary administrative officer responsible for helping the company, and its affiliate entities, achieve its financial goals and objectives and maximize its operating performance.

Following graduation from Old Dominion University with a Bachelor of Science in Business Administration, she served as Administrative/Executive Assistant to the Executive Director with the Portsmouth Redevelopment and Housing Authority. Margaret began her private housing career with Frye Properties (formerly D.B. Frye & Associates) in 1978.

Margaret serves on the Executive Committee of the Coastal Virginia Multifamily Housing Council, and was the recipient of their 2005 and 2021 Multifamily Housing Executive of the Year and 2011 Lifetime Achievement Awards. She also serves on several condominium and HOA boards, as well as a Trustee for the Hampton Roads Chamber (2017-2022). She previously served on the boards of the Mid-Atlantic Affordable Housing Management Association, the Navy League of the United States, the Armed Forces YMCA, and the Hampton Roads Community Housing Resource Board.

Margaret was designated as an Assisted Housing Property Manager by Quadel Consulting Corporation, a National Assisted Housing Professional Executive (NAHP-e) by the National Assisted Housing Management Association, and a Housing Credit Certified Professional by the National Association of Home Builders, as well as received her Rural Development 515 S.T.A.R. Certification from The Spectrum Companies. She holds her Registered Apartment Manager (RAM) certification, as well as the Virginia Fair Housing Board Certificate, and is an Associate Broker and Realtor in Virginia.

Ike Gaines serves as Vice President for Procurement for Frye Properties, Inc. He was employed by Frye Properties, Inc. (formerly D. B. Frye & Associates) in 1978 as a purchasing specialist. During his tenure, he served for approximately 2 years as site manager for a 160-unit, one-bedroom apartment complex located in Norfolk, Va. In addition to his purchasing responsibilities for the company and managed properties, Ike also currently serves as Asset Manager for a 112-unit apartment community, as well as 19 fee-managed townhomes, in Virginia Beach, Va.

Ike graduated from Norfolk State with a Bachelor of Science Degree in Business Administration.

From 1966 to 1970, Ike served in the United States Air Force as a communication specialist and was honorably discharged.

Starkey Cowand, Jr. joined Frye Properties, Inc., in 1997 as a maintenance technician and continued to excel over the years, now serving as Frye’s Vice President of Operations, responsible for the management and maintenance oversight of over 2,900 residential apartment units and 48,525 square feet of commercial space in the Southeast (Virginia, South Carolina, Georgia, Tennessee).

Starkey is a hands-on manager and exceptional motivator. He supervises operations of 21 multifamily properties, including conventional, student, seniors, Section 8, tax credit, and rural development. He insures compliance with the annual budgets for all managed properties; HUD, tax credit, and Rural Development program requirements; as well as mortgagee and insurance requirements. He coordinates and attends all property inspections.

Starkey holds numerous certifications related to every aspect of property operations. He was designated a Housing Credit Certified Professional by the National Association of Home Builders.

Rock Bell joined the East Beach land development team in 2003 as Director of Development and was appointed General Manager in 2005. In 2015, Rock was promoted to Vice President for Development for Frye Properties, Inc.  He oversees all the company’s land development initiatives, including site selection, proformas, master planning, and resolution of entitlements.  Rock is also charged with ensuring the integrity of the developer’s vision and maximizing the long-term value of the real estate within each neighborhood.  He is responsible for the day-to-day management of the development, sales, marketing, design and operations teams for all land development projects, including current projects at East Beach in Norfolk, Va., and The Cavalier Residences in Virginia Beach, Va., as well as several other new initiatives.  

Rock previously spent 18 years with the City of Portsmouth Engineering Department, ultimately as the Assistant City Engineer. He oversaw managing major building projects within the city. He was the project manager for the design and construction of Churchland and I. C. Norcom high schools, the outdoor Portsmouth Pavilion/Ocean Marine complex, the 100,000-square-foot Social Services Building as well as over 15 road improvement/widening projects. In addition, he developed the City’s Chesapeake Bay Act compliance guidelines, was intimately involved in the creation of the Hampton Roads Planning District Regional Construction Standards and was charged with oversight of all site plan and subdivision approval processes. 

Prior to his work with the City of Portsmouth, Rock worked for two years as an assistant superintendent for general contractors, building high-rise hotels and other commercial buildings.

He holds a bachelor’s degree in Civil Engineering from the University of Virginia, is a registered professional engineer in the Commonwealth of Virginia and is a member of the Congress for the New Urbanism.

Allie Gorman is the Director of New Project Development for Frye Properties Inc., and is instrumental in managing new multimillion-dollar development deals, taking lead in responding to RFQs and RFPs, and working with the Vice President for Development to coordinate day-to-day operations and a variety of projects within Frye communities.

Allie began with Frye in 2014 as a part of the realty division, earning her real estate license shortly thereafter. As Frye undertook the construction of a significant number of homes at The Cavalier Residences, Allie joined the team and was key in implementing a construction management program and working with homeowners to guide them through the design and building process. Prior to Frye Properties, Allie graduated Cum Laude from Rutgers University with a Bachelor of Science and as a member of the National Society of Collegiate Scholars and Chi Alpha Sigma (National Athlete Honors Society).

Jeff Wermers is Vice President of Construction & Controller for Frye Building, Inc. He oversees the financial and operations side of the vertical construction of high-end homes surrounding the historic Cavalier Hotel and the East Beach Community in Norfolk, Va.

Over the course of his 30 years of experience, Jeff has managed construction and development of over 750 homes and 1,000 lots representing over $200 million of sales of homes and land. His experience and success make him an important asset of the Frye team.

April Nolan joined Frye Properties in 2017, starting as an office assistant and working her way up to be the executive assistant to Frye Properties’ Founder and CEO, D.B. “BART” Frye, Jr.

April oversees the day-to-day happenings for Frye Properties. She handles Mr. Frye’s calendar and finances, organizes, and schedules meetings, welcomes visitors, accepts phone calls, takes important messages, prioritizes correspondence, coordinates all corporate events, and contributes to the effectiveness of the Frye team overall.

April’s organizational skills, paired with her energy and creativity, keep the Frye machine well-oiled. Before coming to Frye Properties in January 2017, she served as an office manager, administrative assistant, and payroll administrator.

Aprils enjoys working with the people of Frye Properties, the challenges that come up, the business aspect and she loves feeling like she can make a difference.

April hails from the Churchland area of Portsmouth, Va., just across the water from Frye Properties.

April likes to bake in her spare time and create huge wedding and birthday cakes for family and friends. She enjoys time with her husband, two sons and two dogs.
